Data Collection Notes
MEC, a Mongolian data collection firm, conducted the midline data collection in close cooperation with the evaluation team.
During the survey development process, the MEC field team completed a survey instrument pilot from May 26-June 12, 2018. The objective of the survey instrument pilot was to inform the development of the quantitative and qualitative data collection tools through field testing by tracking areas that need improvement and making recommendations to improve the content, flow, and appropriateness of the instruments.
Follow-up data collection took place between September 2018 and September 2019. To allow for a single round of data collection training activities, qualitative data collection and quantitative data collection launched simultaneously in September 2018. Cloudburst's evaluation specialist traveled to Ulaanbaatar to train and launch the field teams for the banking customer survey, focus group discussions (FGDs), structured key informant interviews (KIIs) and open-ended KIIs in August 2018. The banking customer survey and structured KII data were collected through a cloud-based mobile data collection effort. Enumerators conducted all FGDs in pairs, and each pair of enumerators contained at least one woman, and the woman took the lead role during FGDs with women.

Data Collection Team Composition
Banking Survey baseline - Data collection by MEC LLC - team comprised of Survey Field Manager, 2 Staged Banking survey team (initial and follow up). The role of the enumerators included pilot testing of the survey instruments and conducting the interview among potential and main respondents.
ePRS transaction data, banking survey endline, structured KII with GASR registrars and loan officers, FGDs, open ended KII - survey team consisted of one field manager, one mobilizer, and 10 enumerators. The banking customer survey and structured KII data were collected through a cloud-based mobile data collection effort. Data was entered directly into Android phones using a mobile data collection platform, SurveyCTO, and downloaded and formatted into Excel spreadsheets. ePRS data was obtained through an export of the ePRS transaction data by the central Database Software Division of GASR. Each team of qualitative enumerators consisted of one female enumerator, to ensure that women's FGDs would be led by a female enumerator. Survey team supervisors were selected and trained on the open-ended key informant interview protocol and data and device management.
Pre-ePRS Historic Transaction Data - GASR district office staff inputted the needed transaction times into an Excel spreadsheet.
