Abstract
The Fish Landing Sites and Ports Facilities activity will include a time series analysis, a descriptive ex post analysis of quantitative outcomes such as fish catch and sales prices, a qualitative implementation study, and a port and fish landing site infrastructure assessment. The Wholesale Fish Markets activity will include a quantitative outcomes analysis of outcomes related to fish sales and consumption as well as a separate qualitative implementation study to examine how the fish value chain and household fish consumption have changed in market cities.
The MPA sub-activity will include a qualitative implementation study that includes a descriptive analysis of existing data on marine health to report on the implementation and perceive outcomes of this sub-activity.

Compact or Threshold
Morocco CompactProgram
MCC partnered with GoM to implement the Morocco Compact from 2007 to 2013 in order to modernize industrial sectors and target areas in which the country had competitive advantages, such as textiles, agribusiness, fishing, and handicrafts. The compact, which entered into force on September 15, 2008, comprised five projects: (1) the Fruit Tree Productivity Project; (2) the Small Scale Fisheries Project; (3) the Artisan and Fez Medina Project; (4) the Enterprise Support Project; and (5) the Financial Services Project. Mathematica is designing and conducting an ex-post evaluation of the Small Scale Fisheries Project. The Small Scale Fisheries Project aimed to improve the quality of fish moving through domestic channels and assure the sustainable use of fishing resources through three activities: (1) the Wholesale Fish Markets Activity, which build five wholesale markets in major cities; (2) the Fish Landing Sites and Port Facilities Activity, which upgraded facilities in 10 major existing ports and constructure 11 new fish landing sites equipped with essential services for small-scale fishers; and (3) the Mobile Fish Vendors Activity, which partially funded fresh-fish transportation equipment for mobile fish vendors. Mathematica will evaluate the first two activities and one sub-activity included in the Fish Landing Sites Sites and Port Facilities Activity, which established three new marine-protected areas.MCC Sector
Agriculture and Irrigation (Ag & Irr)Program Logic
The activities planned under the project are designed to contribute, individually or in combination, to increased economic growth and reduced poverty through (1) increased fish consumption in project cities, (2) increased revenue and profitability for fishers, and (3) reduced poverty levels among small fishers.Program Participants
The Small Scale Fisheries project worked with small-scale fishers and staff at ports and fish landing sites and wholesale market vendors.
